<p>question 20, pg 416:</p>

<p>Conflicts between land developers and conservationists have repeatedly **arose<a href="A">/b</a> , causing congress to reconsider legislation that prohibits building within habitats of endangered species.</p>

<p>the error is A, the word "arose", but i do not understand what I don't understand why.</p>
