<p>First off, I thought the error should be B since “cities” is a place and needs a “where” to modify it, but I guess the phrase “in which” is equivalent to saying “where”?
Another, why is “in those cities” correct? Since it says “those”, should it be modifying something? But there’s nothing to modify so shouldn’t that be the error then?</p>
<p>those modifies cities. those is an adj. that specifies a specific place or thing. in this case, “those” specifies which cities.</p>

<p>You would say “these cities” if you were referring to a specific group of cities; “those cities” would refer to cities in general.</p>
