Does anyone know how to become a California resident? Let's say you just came from Korea and attended a CCC, then you try to transfer to UC Berkeley. What are you considered as? California resident or international? If its international, are there significant disadvantages compared to if you were a resident? By the way, this person is studying by VISA.

To be considered a California resident for tuition purposes you need to live in the state for at least a year (shows intent to make it your permanent place of residence). The person in the situation that you describe would be considered as an international (because of the visa). As an international you would pay a lot more for tuition at a CCC and at any of the UC's....don't know the effect on TAA and TAP though..

I actually have heard of people who got married in CA to become residents. (The guy posted it on Craigs List, no joke). However, I don't know how that would work in terms of an int'l student.
I know UC Berkeley has information on gaining residency, usually they hold a workshop each year as well. I'm sure the admissions or financial aid office can give you some info.

The rules for internationals are sometimes unique. So, if I had a pal in the situation you describe, I would totally contact the schools your pal is looking at.

It can actually be kind of fun to help a pal like that. You sit down with them at the computer, have your phone at the ready, make some lemonade and bust out the Little Debbie Snack Cakes, and do what you gotta do.

Helping a pal out is a nice thing to do. (^_^) It is just that I figure it would be easier to contact the schools and all what with your pal's situation.
