Becoming An "In-Stater" When Applying To UNC Chapel Hill?

<p>I saw a thread on here a long time ago that (please excuse my vagueness) had comments in it that said that if a student is financially self-sustainable (or something like that) they can become a citizen of North Carolina AND apply to UNC Chapel Hill as an in-stater. Can anyone please elaborate on this? Does this ring any bells? Once again, sorry for the lack of detail.</p>
