Being out-of-state = Better Chances??

Okay so I'm applying to basically a bunch of State schools:

University of Illinois Champagne
University of Florida
University of Texas Austin

I think I've got pretty good chances at all of them,
(top 9%, 2000 SAT, 30 ACT)
but just in case, I wanted to know if anyone here has insider information if whether since I'm from IL, would it be easier to get into TX and FL if I'm out of state? Cause they make like twice as much money.. how much does that affect their decisions? I've asked people and got mixed responses...

OOS to Texas is much harder than it is for In-state just because of their top 10% rule, which guarantees a spot in one of the UTs if they were in the top 10% of their graduating class if they came from a HS in Texas.

What that sucks... I thought they're getting rid of that policy or something. Anyone else know in general if out-of-state people have better chances?
