I would think so, but on the EECS website, they seem to imply that the terminal MS program is small and that most people apply to the MS/PhD program.</p>

I am in the same situation… Applying to UCB EECS. I had the same impression based on their website, it seems MS-only is very limited when compared to PhD. A guess is that UCB EECS is very research oriented so they rather accept PhD students. Anyway, different universities have different admission rates when it comes to PhD vs MS (check out one of my earlier threads). Some universities provide EECS MS/PhD admission rates. In one of the IVY league schools I found CS MS was 5% <em>tougher</em> to get in to than PhD!</p>
<p>Even then, the PhD pool might be more competitive than the MS pool so you cannot tell for sure. For a feel, check out;
