<p>For your major, both are good. Berkeley is good at all engineering fields (except maybe bme), and while Penn's enginnering overall may be a bit weaker, it's top 10 for chemical enginnering.</p>
<p>I think that in this case you should choose based on what kinda school you want to go to, not the academic strength, cause both are good. If you like an urban, Ivy feel with lots of options for getting dual degrees (like a business degree from Wharton) then go to Penn. If you like warmer climates, a larger student body, or if you live in California and money is a factor, Berkeley might be better. Go wherever feels best to you.</p>
<p>Though CBE is one of Penn's strengths, Berkeley's is a world above the rest. The program is absolutely amazing. That said, if you don't want to become a hardcore engineer and risk both your social life and GPA, then come to Penn. However, note that ChemE is arguably one of the hardest majors (definately the hardest major at Penn), and will be difficult anywhere you go.</p>
