Berkeley FA Question

Hi. While I was viewing my aid package for Berkeley, I noticed this:
Student Contribution $0.00
Parent Contribution $0.00
Expected Family Contribution $0.00
And yet, the Total Resources to Meet My UC Berkeley Costs is only $29,920.00 (including loans, gift aid, work-study) whereas the total price is $31,566.00. So I'm just wondering, where does the 1k something gap go if they don't expect me, my parent, or family to pay? O.O
Sorry if it's a silly question, lol, all of this is new to me. Thanks in advance!!! ;]

The $1646 difference is the health insurance fee. You can waive out of it if you are covered under your parents’ health insurance plan.

Ohhhh! That makes so much sense!!! Lol, thank you very much. May i ask one more question? On the website, they say this, “If you do not choose to waive out, the Financial Aid Office will offer you additional aid for this cost once the waiver deadline has passed for the term.” Does that mean the aid will come as gift aid or loan? 'Cause I have Medi-Cal, so if it’s loan, I’ll just waive it out. Thanks again!
