Berkeley v. USC v. UW for engineering

To start off, here's my financial breakdown:

Berkeley- small aid, but basically full OOS cost heh
USC- half tuition scholarship
UW- basically full chance to become an in-state student after one year

My question is: Will the better reputation/quality of a berkeley EE degree offset the additional costs of paying the almost full out-of-state tuition? USC has quite a decent engineering program if i'm not mistaken, so i'm tempted to follow the money. Likewise, UW will be the cheapest option but i'm a little worried that a UW engineering degree will be substantially worse than the other two schools.

In addition, what's the balance between a student's performance (gpa) vs. the school's renown? I have little confidence in placing in the top of my class at berkeley, but alot more confidence if i was going into UW. In terms of job placement, what do recruiters look at more?

Thanks in advanced :D
