IU does not generally have merit scholarships for transfer students. Being OOS, I would not expect much in the way of financial aid. Your best bet is you instate public.

Most schools do not give merit to transfer students; there are some that do, but the amounts are usually small.

OOS publics can rarely meet FA needs for OOS students. Your best bet may be UMaryland

Your FA is not based on what your parents “say” they can pay, it’s based on their income/assets. If those are highish, it doesn’t that they can’t afford to pay more.

What is your parents income? Do they have assets?

My EFC as per FAFSA was 4000 $.

You’re going to have to seek out schools that give a lot of merit w/o loans or minimal loans that meet 100% of need.

Transfer students don’t usually get much merit money.
