I am a Junior, almost a senior, about to choose a college or university to apply to. I am interested in computer programming, but that isn’t available in Tennessee. So I am considering Computer Science. Which college would be the best.

People who intend to be programmers typically get Computer Science degrees. I haven’t specifically looked at CS programs in Tennessee, but generally getting a CS degree at any reputable, accredited university (as opposed to a for-profit, online university) should be fine.
“Computer programming” is not a common degree that people in the software world will like much. Why that over CS? You may want to look for Software Engineering programs depending on your reasoning, which still have drawbacks compared to CS but are generally viewed more favorably.
