<p>You can do all four years abroad in Hong Kong at HKUST, which costs about US$25,000 per year for international students.

<p>Probably HKUST. Mind you, it may not be hard to get into, but when you finally get in, the mathematics is a killer, especially when competing with the local chinese students, all of whom have brilliant minds. Good luck! </p>
<p>There are a lot of great CS programs around the world. My brother spent a year at the University of Stuttgart in Germany doing CS and had a really great experience. He also got extra money as part of a partnership his university had with the state government there, and the DAAD also has scholarships for undergraduates studying abroad.</p>
I had a friend who went to Universitat Politècnica de València. He’s Computer Science. He only wet for one semester and didn’t take only Computer Science classes. Just for fun he took German 101. All of his classes were in Spanish.
