what is the best country to study in if you are a software developer without college degree and average HS diploma of 90% if you’ve no $?
I am from Iran. I can’t afford life expenses, too, but my programming is good.
I prefer English and/or Hebrew (though not knowing Hebrew for now)…

Try ecole42 in Paris. Free tuition. Admission is based purely on programming challenges. They’re opening a Silicon Valley version but cost of living would be MUCH greater whereas in Paris you’d likely have a room in the Iran building of cite Internationale for cheap, and you could work a few hours to pay the rest.
Germany
Germany has free tuition at their public universities, though I would assume as part of the visa process that you would need to prove you have sufficient funds to live off of.
Yes, you can attend a one year language ‘boot camp’ to master German, then you can attend university tuition free. If you choose a university that’s located in a lower cost town it would be cheaper than ecole42.
