I wandered over here after answering your UK question. Assuming that you want to study in English, and putting aside the UK & Irish courses for the moment, the engineering courses offered through English in Europe are:
- Delft University of Technology www.tudelft.nl • TU Delft offers three-year Bachelor (BSc) program in Aerospace Engineering which is taught in both Dutch and English. • Requires IB diploma with Math HL and Physics HL or American HS Diploma with SATII Math 2C and Physics.

Obviously, England and Ireland have many engineering courses to choose from. As a good but not hyper-competitive example, the University of Bristol offers a 3 year BEng degree (http://www.bristol.ac.uk/study/undergraduate/2015/civil-engineering/beng-civil-eng/).
The minimum admissions requirements for the course are:
GPA of 3.0
SAT 1950 OR ACT 27
A combination of SAT Subject Tests (SAT II) of at least 700+ and APs with scores of 5, specifically including CalcBC, plus at least one other science (physics, chem, bio)
For an Irish example, University College Dublin (which is very Americanized) for civil engineering asks for:
4 years of English, at least 3 years of Math, (4 years recommended) at least 2 years of History/Social Science and at least 2 years of a laboratory science subject (4 years recommended).
GPA 3.7ish
SAT 1950 or ACT 29
Two or three AP exam(s) at Grade 3 or better, or equivalent combination; note that for engineering Math will need to be a 5
SATII Subject Test scores ≥ 600 may also be considered (for math > 700)
