<p>of course, i favor UC's coming from California and almost having gone to UCSD (for EE)...but it doesnt diminish the fact that it's a great school for it, no doubt.</p>

I think that's the most accurate thing on this thread. Virtually any top university will offer a strong program in biology (especially in molecular bio, and increasingly so) with research opportunities. </p>
<p>Among LACs, one has to be a bit more careful evaluating research opportunities. Swarthmore, Reed, Haverford, Kalamazoo, Mount Holyoke, Carleton, Oberlin, Earlham, Harvey Mudd, Wellesley, Amherst, Lawrence U, Grinnell, Bowdoin, Pomona, Hendrix, Davidson, Williams, Bryn Mawr, Bates, Allegheny, Smith, Occidental, St. Olaf, Hiram, Beloit, Macalester, Knox, Hampshire, Bucknell, and Colorado College are some that have good biology programs.</p>

<p>If you are interested in pursuing a PhD in biology, Reed is number one in the country in the percentage of its biology graduates who go on to earn a PhD. This is only one of a number of ways of answering the "best" question.</p>
