<p>UVA, Michigan, UNC. Penn doesn't realy count, but PSU is pretty good.</p>

<p>With the definition I have in mind (public, in staters get preference etc.) I'd say U of Michigan, UVA, UCLA, Berkeley U of Maryland College Park, U of Texas at Austin....and yeah I'm sure there are more</p>
<p>Some of Cornell U's schools are considered "public" and have decreased tuition for NY residents.</p>

<p>U of Texas and U of Wisconsin-Madison are 1 and 2 on my list..... probalby not the "best"....but they are the two I would most love to go to</p>

<p>A few of Cornell's undergraduate colleges are land-grant institutes, the tuition is hardly reduced, i don't know if you could consider that "public", since the majority of the colleges are not publicly funded.</p>

The best institutions of higher learning in the U.S. & the world are those that have the greatest numbers of top notch programs or departments. </p>

According to the NRC Report, Cal-Berkeley has the greatest number of highly regarded departments or programs in the nation. <p>It's because this list is public schools only.</p>
<p>Other state schools that, while arguably less excellent overall (though why exactly overall excellence matters is a bit beyond me...), have great opportunities for undergrads are Indiana University, Arizona State U, and U of Georgia.
Georgia Tech is top-notch for scientists and engineers.</p>
<p>That's not my point. Ranking shouldn't really change on an annual basis. This is indicative of a commercial poll. USN&WR has to change at least some of its rankings to generate enough interest to sell its publication every year. NRC Report is only published every 10 years and is not a commercial (for profit) poll.</p>
<p>If you average the US News ranking and the PR Party ranking UW is #1.</p>
