I know quite a few out-of-state students on full tuition at Stony Brook, all in the Honors College. You exceed the minimum ACT/GPA required to apply to Honors, so consider checking that out.

[Stony Brook University - The Honors College](http://www.stonybrook.edu/uaa/honorscollege/faq_admissions.shtml)

Stony Brook seems to be pretty big on courting OOS students, so even if you don’t do Honors, you might have an okay shot at getting some money.
