Best U.S. schools for intl students?! (that are realistic for "average" students..ie no Ivy League)

Can you tell me some schools that cater strongly towards international students. It’s my dream to attend university in America, but I don’t come from an extremely well-off family! If possible, these schools need to offer scholarships for International students. Also, I’m not looking at schools with extreme competitiveness for entry (a la the Ivy League schools)

My fave schools so far are Iowa State, West Virginia, Minnesota-Twin Cities and Missouri – can you tell me if these are good schools for international students?!

State school won’t have much for international students.

Stats= Gpa, sat or act scores and class ranking

Minnesota-TC does have some international scholarships.

But your standardized test scores matter.
