Hi, I am a high school student from Connecticut and my top choices for college are the UC schools. I am in the top 5% of my high school and am active in many ECs so I believe I am competitive. I would like to study BioE or BiomedicalE, I know Berkeley & UCSD are clearly the top two choices, but what is the next best option? Could you possibly rank them for me? I'm not very interested in Davis, so could someone rank the BioE programs at Cal Berkeley, UCSD, UCLA, UC Irvine & UCSB? Thanks in advance!

Rank doesn’t work like that, as all rankings have some sort of flaw in them. All the schools you mentioned have very strong programs. You’re not losing anything.

Full fees for the UC’s for OOS students.

You may want to add Cal Poly SLO to the list as its program is also very strong and less expensive for OOS students (although very competitive for admission)

UCLA has a strong engineering school, so there’s that. I know UC riverside has some decent programs as well. you can maybe even move on to med school through it.

UCSB does not have an undergraduate program for BioEngineering so cross that school off your list.
UCSD out ranks UCB and UCLA for their Bioengineering programs according to many sources. I agree that Cal Poly SLO should be on your list and that rankings are not always the best way to pick a particular school. As OOS, @aunt bea did mention that you will most likely full pay so they should a big consideration when picking a school.
Here is my rankings:
UCSD>UCB>UCLA>Cal Poly SLO>UCD>UCI>UCR
