Generally, is it easier to get admitted to a school as a transfer student than a freshman? I've talked to some transfer admissions officers and it sounds as though it is easier to get in as a transfer than a freshman.

The second part of my question is whether it is easier to transfer into a school in the spring versus the fall? It sounds like it may be easier to get on-campus housing in the spring from those I've spoken to, but does that also hold true for admission?

It’s exponentially easier to get in as a freshman, albeit there have been cases where the transfer admit rate was higher than that of freshman (e.g. Emory CAS two or three years ago).
Prospects for admission, financial aid and housing are generally better in the fall.

Everything depends on the college/university that you are applying to. Many public universities are easiest to get into if you are transferring from a community college in that state after completing a full associates degree. When there is an articulation agreement in place, provided you complete the specified coursework with the minimum required GPA you are in. Period.

Yes it is easier to get on-campus housing second semester at most places.
