i would like to apply to one of them... which one do i have a better shot at?
thanks.

Your stats are kind of at the tail end for admission to OSU, but that fact that your OOS may help you. So far, I haven't heard of OSU giving the advantage to in-state students, like so many other large state schools are doing.

ACT is low. What is you SAT? If you haven't taken it do so asap. Also UMD has deadline for 12/1 for ED. Remember colleges look at the whole person and the EC's need to be worthy, not fodder... i.e. Is the Jewish Olympics held in another state to compete against everyone, or is this just an area thing? What did you get a gold in? Compete in local tourneys, but are they truly comps to get you to a state title or nat. title or are you just placing them in as this makes me look better.
Finally I am always the downer on this, but find me 1 kid who doesn't say the recs are outstanding, and a killer essay. Essays are subjective, look at your written part of the SAT to see if you do write killers (650 & above can say it. Think about it only a couple of hours to write one compared to revised endless amount of times)

is UMDs ED that bullet speaks about in above on 12/1 binding? And if send ACT scores/transcripts by that date is that ok or must they be received by that date???

Another way to see if you competitive if you had put any of their scores on your SAT's they would have been sending you stuff. Heck, if you came even close to their scores they would send it unsolicited.

Anyone who says the SAT/ACT scores don't matter are wrong

You're in at Ohio State. Their ACT range may seem high, but they still have about a 70% acceptance rate. I've never heard of anyone with a 22+ and a
3.5+ being rejected. Essays don't really matter at OSU, and I don't think they consider reccomendations. With your stats, tough senoir courseload, and ECs, I'd say you're almost a sure thing.
