I am beginning my studies in political science this fall semester, although I am going to be a junior this year; my former major was psychology.

My question: Does spending more than four years for one's undergraduate degree harm their chances at graduate school?

Grad schools are interested in the skills you bring to their departments. It doesn't really matter very much how long it took you to develop those skills if you can demonstrate that you have what it takes.
