Yeah, I know I have another year before GPA/class rank really becomes important but I was wondering if my rank would be too low for like Vanderbilt, Wake Forest, Carnegie Mellon, etc.
Un-Weighted Rank--15/440
Weighted Rank--7/440
Un-Weighted GPA--3.8
Weighted Rank--4.6
I'm not concerned about the weighted but my teacher said that colleges will only see the un-weighted rank, is that true? If so, why because it doesn't make since to take honors/AP classes if a student that takes CP classes can easily get a 4.0 GPA...

Some colleges take unweighted, some take weighted. Do your research on which takes which before applying. Also, if they take unweighted, they'll see that you're taking more difficult classes and it'll be taken into account, don't worry :)
