Bioengineering to Public Health

Would that be a difficult switch to make?

No–both are considered competitive majors, so as long as you do moderately well in your classes and talk to your adviser early about your plans (so that you’re not missing out on any deadlines/requirements), you should be okay.

I switched from EECS to BioE–aside from having to write an essay (boo), it was easy as pie. :]

It’s very easy to switch from the CoE into undeclared L&S. From there, you have to get a GPA high enough to declare Public Health (a capped major), but it shouldn’t be too difficult.
