Although your family has a decent income, $60K/year to attend a UC seems unaffordable without financial aid which you will not get as an OOS applicant.
Your ACT score is within range for the California schools and even if you attend a competitive HS, your UW GPA is on the low side for these schools.
Best of luck but I think your in-state schools would be a better option.

Thanks for the feedback. Do you think I have a chance at the University of Washington or the University of Michigan?
@Scientist98: My so called “niche” are California schools so hopefully some other posters can comment on those two universities.
What is your class rank for purposes of UT Austin top 7% rule?
I am not ranked in the top 10%. My school doesn’t rank anyone below the top 10%
The 3.4 UW GPA and a 29 in science, and being outside of the top 10%…
Let’s be real… you are not going to get into any of these schools you listed, with the exception of U.C. Riverside, Santa Cruz, Merced. And you won’t be able to afford them because financial aid is incredibly stingy for out of state students.
You should consider the following Texas publics:
Texas A&M
UT Dallas
U Houston
Texas Tech
If you really want to go to California, consider the CSUs, but be aware, you will be paying full tuition and room/board with no financial aid.
