For a lot of undergrad programs, you have to apply to separate schools for each (ie College of Arts and Sciences for Bio, School of Engineering for Bio Engineering). I'm currently unsure which one is more appropriate for me. I want to go into either genetics or neuroscience, something that's very hands on and applied versus theory, but I'm unsure about pursuing a hard core engineering path. What do you guys think about the split between the fields? What are they best for, respectively? Any experience/insight would be appreciated!

Considered biochemistry?

Usually the biology/engineering debate is for premeds. I don’t see much cause in your case for you to do engineering unless you want to be an engineer. That’s my opinion, though.
