BioMedical Engineering major - UC Santa Cruz, Cal Poly SLO or U of Utah (Honors)?

Hello gang - we could use some help with a decision and Value your contributions...

Our son has been passionate about building NeuroProsthetics (advanced, sensory based Prosthetics) since 7th grade. He has spent a couple amazing years in FIRST Robotics and is Strong at STEM subjects but kind un-motivated in the classroom if it requires unchallenging repetition.

Prioritizing his focus, please use the following as your guide:

1) Quality of Educational match for his intended career
2) Financial Aid
3) Quality of Life (local atmosphere/campus vibe/social scene, convenience to home)
4) Research/Internship opportunities as an undergrad

We live in the Seattle, WA area. Given that he plans to do his post graduates at a different school, which University offers the best springboard given the top 4 priorities above?
