I want to design the technology used by disabled people to do certain things (such as prosthetic limbs for walking). I'm not sure if I should major in biomedical or mechanical engineering. I do not want to be a doctor and would prefer to work outside of a hospital setting.

MechE

and it will give you more options. You can always take some add’l biomed classes if you’d like.

I agree that Mechanical engineering will give you a great start in your goal. Do you want to just design the technology, or build it too? Are you in California? Check out Cal Poly SLO.
