Which is harder to transfer into for sophomore standing, Brown or UPenn CAS? I know that Brown's acceptance rates were ridiculously low last year and they made it a point to raise them this year. Is UPenn's percentage low thanks to Wharton, or is CAS just as hard? BTW I want to do History.

brown or upenn cas?

Wharton is a much smaller school (500 students per year) than CAS (1500 students per year), so it shall always be harder to transfer into than the CAS. The acceptance rates on record for Penn as a whole are usually equal to the CAS rate (since W pulls it lower while SEAS and Nurs. pull it higher).
Historically, Penn CAS has been harder/roughly the same to transfer into as Brown but last year Brown was ridiculously hard for some reason, but that may change around this year again.
Basically they're both really really hard to transfer into and you could very well find yourself accepted by one and not the other. Which school are you planning on transferring from btw?

um, historically, before last year, Brown was accepting around 25-35 percent of transfers yearly. Look at old US News. Last year, was the first year, when that rate plummeted to around 5 percent. I think this year it was pulled up to around 20 again, it seems like. Penn, last year, according to collegeboard, was 12.5 percent. Penn is very difficult to get into as a transfer.

thats exactly what i wanted to hear, thanks guys!
(i would be coming from uncw so i could easily argue that the dept's arent good enough)
even though cornell isn't really a specialty in history or economics, i think ill try them as well, (maybe not UPenn from the sound of it)
