Can i just take a photo on my digital camera and print it out on like photo paper and send that in? or on regular paper? Or do i have to go get like a real passport picture?

Put it on photopaper if you have a nice enough digital camera. Or just wait in line at orientation to have them take a pic for you.

is this the photo we’re stuck with for all 4 years?

yup, all 4 years (or more)

Yes, you can. There is a $23 fee to get a new card with a new photo.

If you come in to replace a lost or stolen card, you may take a new picture at that time for no additional charge.

Printing it on photo paper should be fine. I even do that for actual passport photos for my family. You could also spend 20 cents or whatever and have it developed.

If you’re not going to even bother printing the photo on photo paper, I’d much rather advise taking the photo at Orientation.

It took me literally 5 minutes at orientation and I would have just been waiting around during that time anyways because it’s before you meet your orientation counselor. Unless you really want to take your own picture for some reason just get it done then.
