Building a Strategy for ACT Reading Section

I’ve been having a lot of trouble with the ACT reading section and am trying to craft the most efficient strategy. I’m lost on what order I should approach the section; should I read the passage or questions first? If I read the question first, should I mark the question with line references and answer those as I read the passage? Should I read or skim the passage? I’ve heard some people have had success reading only the first and last sentence of a paragraph in order to just get a feel for the order and structure of the passage, and then search for the answer in the area they think it will be in. How much time should I spend on each section? Are there strategies to cut time in some sections?
