Business Econ at UCLA or Econ at CAL?

I think in this case, it's better to just attend the university YOU feel is right. If it's Cal, by all means go. If it's UCLA, great to have you. Admissions folks are oftentimes wary of grades at all institutions because they have lost meaning today in all colleges, save a few LACs here and there. UCLA and Cal are both fairly guilty of grade inflation as well.

As far as competition goes, I think you'll find both to be fairly level in terms of your peers.

Another question I have is will being in the Haas Undegrad business program really put me that much far ahead of other people as far is jobs are concerned? Will it give me an edge that will definitely make it worthwhile to go for?

I would argue that it will help, but not as much as getting a good internship will. Then again, it might help you get that good internship, so it couldn't hurt.
