I am a transfer student this fall (From ELAC to UCLA),
Recently, I get a disqulification letter from cal grant transfer entitlement award since I am not a CA resident at the time of H.S grad. I have a equivalent H.S grad from my home country, then I immigrate to US, so I totally accept that I did not get the award.
Can I still apply for Cal Grant Competitive for same acdaemic year 2015~2016 ? According to them, the type of award I apply for is determined by them, and I know I must qualify for Cal Grant A,B competitive.
My high school info, which is not qualifying transfer entitlement award, is already in FAFSA, and they still choose the entitlement for me. It seems they guaranree me not going to have cal grant.
So, my question is Can I still apply for Cal Grant Competitive for same acdaemic year 2015~2016 ?
I believe the answer is no. All eligibility depends on gradating from a CA HS excepting AB540

And my friends, they also do not CA resident when H.S grad, are able to receive the cal grant B competitive award during college (before transfering, I dont know what would happen after transfering). So, Cal grant A and B competitive does not require to be a CA resident when H.S grad, only require to be CA resident
If CSAC placed you in the entitlement pool and you didn’t qualify, I don’t know if they would be willing to move you to the competitive pool. Also, there are only 22,500 awards in the competitive pool for the entire state, and you don’t automatically qualify for the award - there is a point cutoff system put into place to determine if you will be eligible or not. You need to call CSAC directly at 1-888-224-7268. They are the only ones who will be able to give you the direct answers you need. We can only speculate.
