Cal Grant Hold Question

Hey! I was offered Cal Grant B about $7000 from CSULB. However, I received this email today
stating it is on hold because of the following:

Transfer Entitlement Institutional Verification Required by School Official, due to AB 840
Your Cal Grant is on hold due to Assembly Bill AB 840, which requires the Commission to issue Transfer Entitlement Award offers only on a preliminary basis. This bill requires the Commission to randomly select a minimum of 10% of the new and renewal Transfer Entitlement Awards for institutional verification of the student’s eligibility. School verification will be required prior to the disbursement of funds and the Commission will have to seek repayment of any and all funds found to be improperly disbursed under the program.

The hold can only be released by a school official upon verification that you meet all the requirements for the Transfer Entitlement Award. To release this hold, and enable your school to disburse Cal Grant funds, you must consult with the financial aid office of the school currently on file.

Is it normal to receive this email or is this something bad?
