Cal grants questions

Do you have to have graduated high school in California to be considered for the COMPETITIVE Cal grants?
I know you do for the entitlements.

Also, what factors do they consider in the competition?

You must have been a California resident when you graduated from High School to be eligible for any Calgrant.

[Grants for School, College Grant, School Grants](http://www.calgrants.org/index.cfm?navId=12)

Then who are the competitive cal grants for?

Cal grant Entitlement awards have a minimum GPA requirement. Students who do not meet them may be eligible for the competitive awards but they are not automatic. You have to be a resident of CA when you graduate from HS to be eligible for any of the Calgrants.
