I have the same message, but for Cal Grant C (I'm financially ineligible for A or B). I had heard that they were going to discontinue the competitive Cal Grants this year due to budget cuts, but not sure if that is why my award was "withdrawn by CA student aid commission" or "disqual" (I assume that means disqualified).

Other factors: I'm not a recent high school grad of a CA high school, although I didn't think that mattered for the competitive Cal Grant.

I'm not too worried about it because all it would really do is decrease/replace the amount of UC Berkeley UG Scholarship award I was offered.

Mine is still listed in "pending certification" mode. Is anyone else's pending certification? Has anyone received any type of form in the mail yet?

When I went to a UCLA event, I asked the financial aid guy about this exact possibility - what if my Cal grant is less than the amount on the ePAL? (Didn't think it'd be ZERO!)

He said that the university will match the change (up or down) dollar for dollar under university grant or scholarship. My estimated Cal grant was around 8k though, and I have a hard time thinking UCLA is going to match that... :(

You don't have to turn in any forms for Cal Grant except for FAFSA and the GPA Verification Form. If your current school submits the GPA Verification Form electronically, it has already been done for you. The Application Status page should say whether you have submitted it or not, by showing the GPA and the school submitted from.

My "Application Status" is still blank, but I can see the Award Detail as such:

Cal Grant A: FINANCIALLY INELIG
Cal Grant B: FINANCIALLY INELIG
Cal Grant C: PROGRAM EDIT DISQUAL

I'm almost certain that this is because of the budget cuts because competitive Cal Grants are being completely eliminated under Schwarzenegger's new budget! This is a big deal... go out and protest, people!

If you're concerned about the budget cuts, you should start your protest outside the office of the president of my school. She runs one community college, but gets paid more than the chancellor of the CSU system. Don't you just love how elected officials spend our tax dollars so wisely?
