But, my DS is in an accelerated program at school and his whole program got an email link to apply from their counselor

You do not need an invite to apply to the Honors college. All eligible students can apply. Applying early puts you in contention for the Presidential scholarship. Honors college admits are not automatic upon being admitted to CSULB.

Being totally unfamiliar with the admissions decision patterns for CSULB - does last week’s wave seem like an early admission wave? Or is that it for acceptances and wait lists and rejections come next? I know the folks here on CC are just a tiny fraction of the total pool - so, not sure what to think or be prepared for.

The Cal states do rolling decisions and they usually start with Higher Stats and Local In-service area applicants. They will continue with admits along with a mixture of waitlists and denials through March.
