<p>As far as the higher education heirarchy in California is concerned the two main priorities are making sure the UCs are fully funded research universities and facilitating transfers from the community colleges to UCs. Cal State students are seen as expendable, suffering the largest tuition increases and biggest budget cuts in the state’s higher education system. The Cal States are basically restricted from doing research so as not to compete with UCs for outside funding and while there is strong sentiment in favor of improving outcomes for CCC students there does not seem to be much interest in the upper reaches of state government to even preserve, let alone strenthen CSU.</p>
