Cal state

Hi I apply for Cal state Los Angeles and Sacramento State university as international student and according to the application status all of my things are initiated. What does this mean? I sent my SAT score, Toefl score and Transcription about 3 weeks ago does this mean it still did not arrived? Also do we have to sent financial bank statement and financial affidavit by post office mailing?( I already sent this documents by post office mailing…am I right?)
