1st-Is one allowed to use a TI-89, and is it worth buying if i have an 83
2d what are the best programs to use for the sat 1 math and if you have the links that would be GRREAAT.

For programs search at www.ticalc.org

and a TI-83 is good enough...all the questions on the SAT can be solved without a calculator.

I have a TI-84 Silver...that's acceptable. I think you can use a TI-89...but i wouldn't buy it.

Yes TI-89s are allowed, but you definitely don't need one to do well on the math, so no it's not worth it if you already have an 83.

what do you mean by programs?

^ calculator programs..

You can write/download your own programs to use on your calculator.

You shouldn't need any calculator programs on the SAT, because all of the problems really can be solved without a calculator. I only used mine for longer computations and maybe to graph some function I didn't want to think about... but honestly, it's not worth buying an 89 and finding all these programs.

If you are going to take Calculus before you get out of high school, I'd suggest buying an 89 because differentiation and integration are a lot easier on an 89... but if not I wouldn't worry about it because they definately aren't cheap.

Make sure if you do buy an 89 though that you are comfortable with it before you take the test.
