Can a CSU reject you based on where your from?

I'm just wondering because I have a 3.6 weighted GPA and I plan on applying to CSU Chico and UC Santa Cruz. I asked this question because I keep on hearing about how the CSU's and UC's are rejecting qualified students because of the State's cuts to education.

I am a high school junior and live in Central California. I plan on taking the ACT and SAT this spring.

The CSUs admitted fewer students last year due to state budget cuts. It’s possible that fewer will be admitted when you apply for the 2012 school year this time next year.

Some CSUs give preference to applicants from within their local admission area. While they won’t reject you based on where you’re from, it’s possible that their slots will be filled up with local and/or higher-stats students before you’re admitted. Here’s from the Chico admissions page:

Are you in the CSU local admission area? Be sure to keep your grades up and do well on your ACT and/or SAT, you should be admitted to Chico.

The UCs also have local eligibility criteria - check UCSC’s website to find out if you fall under ELC.

I’ll try my best to improve my admission chances.

Thank you very much for the help.
