Let's say I slacked off big time freshman and sophomore years and got a ****ton of Bs. However, I stepped it up and got mostly As in very difficult classes. In addition, my teachers really liked me in my junior year and recognized my diligence. Do you think the upward trend and good recs from those teachers help balance out the bad GPA? I'm thinking of top 30 schools, but not Ivies, if you're wondering.

Yes. Happened to me, can happen to you.

what caligulashorse said: it also happened to me, except I was still getting B’s into my junior year. Write some kick*** essays, make your ECs shine, and you may very well be fine.
