No idea. Whether you have an 80% chance or a 30% chance, you should still apply if everything makes sense. I believe some states have caps on the number of OOS applicants so it may be very competitive. There are also of course factors other than GPA.
As you have large public universities from across the US you should know which ones you can afford; you never stated financial situation so I’m assuming you’ve worked that out.
