<p>Even my cousin’s daughter - who grew up in California but moved as a high school freshman to move with her mom out of state didn’t qualify, and dad was still paying income taxes. She was considered a non-resident for purposes of tuition.</p>
<p>Not unless it’s your parent and you live with them there while going to HS.</p>
<p>You have to be an in-state resident for final three years of high school to obtain CA public tuition rates.</p>
