I am a Washington State resident in the running start program and I when I graduate I will receive my high school diploma as well as my transfer degree from community college. It is suggested that running start students apply as freshman, but my SAT scores are low so is it possible to apply as a transfer as well (no SAT scores required)?

You need to contact the college/university directly, and ask whether or not you can apply as a transfer. In most cases, students like you can’t. And in most cases, students like you don’t want to apply as transfers because the financial aid packages usually are much better for incoming freshmen. So ask about that as well.

My advice would be that you spend some time this summer doing serious ACT and/or SAT exam prep so that you can pull up your test scores. Improving those scores could make a big difference in your options.

^ I agree totally with @happymomof1

Alright thanks! @happymomof1

In most cases, it would be advantageous to apply as a frosh for the reasons given above. If your college record is good, that may override your high school record and SAT scores for admission purposes. You may also want to try the ACT to see if you can do better on that than the SAT.

In a few cases, it may be advantageous to apply as a transfer. This would typically be if your target schools are transfer friendly for admissions and financial aid (usually state universities, although even there, merit scholarships are often less common for transfers), your college record is good (relative to your high school record and SAT scores), and the college courses you have taken prepare you for your major such that you can graduate in two years after entering as a transfer.
