I came to know late about SAT and ACT and will give it this year. I will also complete my high school this year. The college application forms are likely to come in november or something. In the mean time I have decided that I will attend any college in my country for safety purpose and since I will be applying for spring session, the decision of US universities will come around December or so. Thus, I will hardly complete six months in college and in such a low time, I don’t think that college will conduct any of it’s examinations and give me credits or so.
Will I be able to apply as freshman if I leave my present college without even completing first year?I plan to attend US college from all over beginning.

You will need to contact each school on your list to check. Some will determine you are a transfer student with ANY college credits. Other schools require a set number of credits before you are considered a transfer student.

Most colleges will ask for ACT/SAT scores if you are applying as a freshman or sophomore. They do not usually require them from juniors, but they will at times, so you should have scores available to submit.
Yes gap year is a better option than some college with transfer. This is because freshmen often have an advantage in better admissions chances as well as financial aid options that transfers may not have at all. Also many college are only open for fall admissions. Even ones that are open for spring might have much earlier application period.
Taking a gap year is an option. To see what schools use for admission you can google Common Data Set + College Name. Section C shows what is used for freshmen and section D shows for transfers. As @woogzmama states you usually will need to provide an SAT or ACT if you are not a Junior.
I will be transferring from a college where I will hardly even complete first year. I will start as a freshman in US college. I am little bit confused what application will I have to fill transfer or freshman. I think freshman application is different from a college freshman (1st year student).
Check the web site of each school you are interested in. Sometimes it’s very clear. You may also have to call or email the school.
Also, you should know that if you attend another college, no matter how short, you are usually required to submit your transcripts with your application.
I won’t take gap. I only wanted to confirm that SAT and ACT scores are given importance along with high school GPA while transferring. I think I can assume if I will have very few college credits (less than 30) my application would be compared with freshman applications. Can I?
