I am trying to apply to the University of Virginia but I just realized that the University of Virginia is also on the list of Questbridge’s partner college list.

If I rank the University of Virginia in my questbridge ranking, is it able to apply for the University of Virginia through Early Action at the same time? Or do I have to wait until the notification of finalist?

If I do not rank the University of Virginia in my questbridge ranking, is it able to apply for the University of Virginia? I am not living in the state of Virginia, but I think it does not violate anything since they are non-binding public university.

Short answer, no - you cannot apply EA if you are a finalist. Both of your questions are answered below.
From the QB site:
National College Match applicants who rank colleges cannot apply to other colleges through Early Decision, Early Action, or Single-Choice Early Action (also known as Restrictive Early Action). Even if you rank non-binding schools (MIT, Princeton, Stanford, or Yale), you cannot apply early to other colleges.
National College Match applicants who do not rank colleges, or who are not selected as Finalists, are free to apply to any colleges for Early or Regular Decision.

You can apply EA/rolling to schools for financial/scholarship reasons, but those EA/rolling choices cannot be restrictive or binding. Hope this helps!
You can drop out of the college by sending them an email for match.
But you can only apply if it is EA, not REA
There are exceptions to to above listed rules: From the Questbridge Website:
Exceptions:
Students may apply to any college or university that requires an early application for eligibility to special scholarships or programs, as long as the admissions decision is non-binding.
Students may apply to their home-state public college or university with a non-binding early application option, as long as applying to QuestBridge does not violate that college’s policies.
Students may apply to any college or university with a non-binding rolling admission process.
