Can I apply through QuestBridge as well as Common App ?

Paying for College Access Programs (Questbridge, Posse)

Some colleges are on QB and on Common APP , both. Can I apply through both these channels ? Which one will get more priority ?
(Like: University of Pennsylvania, Stanford & Yale.)
