Can I apply to a pre-med university?

Blood Dominate?? I assume you mean blood donation and no that will not be helpful. If you volunteer at a Blood Donor center then that would be considered an EC.
Regarding the MCAT, that is the test you take after you complete your 4 year undergraduate major to be able to apply to Medical School.
Again, there is no such thing as a Pre-med school. You are looking for a university that gives Financial aid to Internationals.
A small handful of colleges are “need blind” for international applicants (meaning that they do not consider financial need when making admission decisions but will then provide aid to those who require it). Here is a list of some “need blind” schools. Unfortunately for you, they are also very competitive and you would need an SAT of 2200+ to have a chance at acceptance.

1) Amherst College

2) Dartmouth College

3) Harvard University

4) Massachusetts Institute of Technology (MIT)

5) Princeton University

6) Yale University

How much would you be able to pay towards your education?? There are many more schools that you could apply if you are able to pay some portion of your college expenses. Here is a website that you can search by state for schools that will give you financial aid or scholarships:
