<p>Yes, you can. MIT's EA is non-binding; Penn's ED plan allows you to apply at non-binding EA schools. However, you must attend Penn if accepted.</p>

<p>From Penn's website: "A student may apply Early Decision to only one institution. Accordingly, if an applicant for Early Decision to the University of Pennsylvania also applies for Early Decision to another school, the Early Decision application to the University of Pennsylvania will be withdrawn."</p>
<p>Doesn't say anything about Early Action.</p>
<p>^that only applies to strictly ED. What's confusing is it's never pointed out whether it's inclusive to EA or not</p>
<p>The message that Penn is trying to send is that you must go to Penn if accepted ED. If you apply to another school with a non-binding EA plan, then it's no problem, you can enroll at Penn.</p>
